Pedant! They mean the average temperature of the sea, as is fairly obvious from the context.

That wasn't what I was referring to. You can't "double" temperatures in anything except Kelvin and expect to mean anything by it.

I did not know that. I suppose it stands to reason, since it's a scale and not a direct measure (hence why they're called 'degrees', I guess), but it hadn't occurred to me that 20C wasn't twice as hot as 10C.
