Point 5 on that page is subtly wrong; the perp never admits, even anonymously, to being the killer - merely to beign the correct predictor ; that way everyoen gets to claim plausible deniability. The technical issues described in that article are also somewhat irrelevant to the concept, which is one of prediction as premeditation)

Yes, I *am* treating this strictly as a thought experiment. I'm just stunned that the Pentagon seems to want to bring it into the real world.

From a purely dispassionate, objective point of view, it actually makes sense - the open market does work pretty well for that.

From a "What in the name of all the Gods were you THINKING?" point of view, on the other hand... Nice idea but it should've been put to the Laugh Test first beforehand.

I assume the pentagon is expecting the next assassin / terrorist to make a large investment in the relevant bonds just before comitting their act. Because I'm sure they couldn't be so stupid as to make it in the wider financial interest that such attacks actually *happen*.
