I worked in immigration law from 1992 to 1996 and nobody cared then either, I assure you.

Some people in UK immigration don't care about *anyone* looking to live there... not just the asylum seekers. When I applied for my visa, the guy processing my form looked at all the financial details I provided. He then flat out said "I don't see enough money here" and nearly sent me away to try to beg people for their bank statements to prove I would have enough possible fund sources that I wouldn't be a burden on the government. And this was for the fiancee/spouse visa!

That guy didn't care about anyone... but it's the same for people trying to come into the US, only there are more than a few agents who don't care.
