I'm not convinced about this paragraph:

Mr Winsor's office added: "If between now and December 2003 he is not satisfied on the efficiency of the overall approach, he intends in his final conclusions to reduce the expenditure allowance accordingly."

I mean sure, they want NR to get off its backside and sort the rail network out. Maybe they are just being incomptent and wasteful. But is saying "well, if you haven't got it right (which might potentially be because you're underfunded) by Christmas, you can't have any money" actually going to help ?

I think all NR executives should be made to commute to work by train. That'd learn them.
