I can understand the bit about restricting HIV+ travellers and drug addicts; Russia has a small but significant AIDS problem already that they don't need to be made any worse by foreigners, and they already have enough trouble from their own drug addicts. But it's hard to see how they could prove someone to have held "anti-Russian" views unless such a person has actively demonstrated against Russia.
Then again, I think you'd find most countries have a similar policy - it's just that Russia is being open about it.
They could be a journalist who has written about Russia.
For example, anyone writing an article about this new law?
I’m sure those who praise it effusively will still be allowed in.
