Do I, or do I not, have swap enabled and working?

ETA Thanks everyone, apparently there was an error (I'm told) in /etc/fstab preventing the swap from mounting.

No, I get similar results from a machine (my mythbox) with no swap.

The "cached" number refers to the amount of memory in use for disk cache (i.e. not really in use). It probably shouldn't be in that line. free(1) is clearer.

yep

Swap: 0K total

Doesn't look like you have a swap space enabled.

Try 'swap -l' to list the swap partition and see what that gives you.
