I wonder if I didn't fold it right. Mine just stares out the window, no matter what angle I look at it from.
Firstly make sure you've made all the cuts, including the wiggly ones (we missed one first time).
Secondly, defocus slightly; you have to view it as you would a "Magic Eye" picture or stereogram.
Thirdly, you'll need to be facing it fairly directly to get your eyes to "pop over" first time; the angle you can start to see the illusion at is much less than the angle you can then travel through and still see it.
Closing one eye might help to see it.

We made one of those a little while ago - it was absolutely wonderful.
Shortly after construction, several of us were sitting swaying in our chairs to experience the illusion, then noticed the boss of all of us standing in the corridor. Owing to the door location, he could see all of us but not the dragon, and appeared to be fast reaching the conclusion that psychiatric help was going to be required...
